David Lindgren has developed a successful practice concentrated on complex, water resources-related projects with multiple parties (one of which is frequently the Federal Government) having a life-span of years.

Experience

On behalf of the Sacramento Municipal Utility District (SMUD), a water-supply contractor of the federal Central Valley Project (CVP), managed the development and implementation of strategies, including litigation, to successfully challenge several of the Bureau of Reclamation’s financial policies for the CVP and Reclamation’s implementation of several other CVP financial policies.

On behalf of the CIM Group, a Los-Angeles-based real estate firm, led the legal due diligence for several major water supply plays, including one involving use of Colorado River water in Southern California and another involving groundwater banking in the Antelope Valley.  Devised and implemented a complex private-government governance structure for marketing groundwater storage capacity in the Antelope Valley groundwater basin.
