Jed Gibson has more than 16 years of experience developing California energy regulatory policy and practicing administrative litigation before the California Public Utilities Commission (CPUC) and California Energy Commission (CEC).

Jed supports clients with a broad array of energy-related matters, including utility ratemaking and cost recovery, utility applications and tariff filings, integrated resource planning, wildfire mitigation, public safety power shutoff, distribution and transmission asset safety and compliance, power purchase and sales agreements, interconnection agreements, distributed generation (such as rooftop solar) and net metering issues, and resource adequacy regulation and compliance.

Jed has expertise on renewable issues, particularly in regard to California’s Renewables Portfolio Standard (RPS) policy, eligibility, procurement, and compliance.

Jed’s clients include California’s small and multi-jurisdictional electric utilities, retail electric service providers, municipal utilities, developers and owners of conventional and renewable generating facilities, trade associations, and industrial clients.

Energy Policy Development/Advocacy Before Administrative Agencies

  • Represents small and multi-jurisdictional utilities, retail electric service providers, municipal utilities, developers and owners of conventional and renewable generating facilities, trade associations, and industrial clients in proceedings before the California Public Utilities Commission (CPUC) and California Energy Commission (CEC).

Power Purchase and Sales Agreements

  • Negotiates renewable and conventional power purchase and sales agreements for small and multi-jurisdictional utilities, retail electric service providers, municipal utilities, and developers and owners of conventional and renewable generating facilities.

CPUC Compliance and Enforcement

  • Counsels small and multi-jurisdictional utilities and electric service providers on statutory and regulatory compliance obligations, including renewables portfolio standard (RPS) and resource adequacy (RA) procurement requirements.
  • Represents electric service providers in appeals of CPUC RPS and RA citations.

CEC Compliance

  • Counsels municipal utilities on statutory and regulatory compliance obligations, including RPS procurement requirements.

RPS Eligibility and Certification

  • Counsels renewable generation facilities in obtaining RPS certification from the CEC.

Energy Planning

  • Counsels small and multi-jurisdictional utilities and electric service providers with renewable and integrated resource planning.

Utility Safety and Wildfire Mitigation

  • Represents small and multi-jurisdictional utilities before the CPUC and the Office of Energy Infrastructure Safety to establish standards for disaster and emergency preparedness, develop physical security rules and safety regulations for utility assets and infrastructure, develop fire-threat maps and fire-safety regulations, develop Public Safety Power Shutoff (PSPS) requirements, and develop rules to mitigate wildfires.
  • Counsels small and multi-jurisdictional utilities in the development of Wildfire Mitigation Plans (WMPs).

Prior to law school, Jed worked as a ski instructor at Palisades Tahoe. In his free time when he isn’t skiing, Jed enjoys travelling (he’s been to 26 countries so far), soccer, live music, and spending time with his family and 5 year old son, Ezra.
