California Water Law and Policy Reporter, Volume 33, Number 8

On March 24, 2023, the Napa County Groundwater Sustainability Agency (NCGSA) released its Napa County Groundwater Sustainability Annual Report–Water Year 2022 (Report). The Report revealed that the Napa Valley Subbasin’s (Subbasin) total groundwater extractions for Water Year (WY) 2022 exceeded the Subbasin’s sustainable yield of 15,000 acre-feet (AF).

The Sustainable Groundwater Management Act (SGMA) was signed into law in 2014. The objective of SMGA is “to provide for the sustainable management of groundwater basins.” (Wat. Code § 10720.1.) Accomplishing sustainable groundwater management under SGMA means managing and using groundwater in a way that can be maintained during SGMA’s planning and implementation horizon without producing undesirable results. (Wat. Code § 10721.)
