California Tribes and Environmental Organizations File Civil Rights Complaint and Petition for Rulemaking with EPA for Bay-Delta Water Quality Standards

A coalition of California Tribes and environmental justice organizations, including Save California Salmon, Restore the Delta, Winnemen Wintu Tribe, Shingle Springs Band of Miwok Indians, and Little Manila Rising (collectively: Coalition), filed a civil rights complaint and the petition for rulemaking (Complaint) with the U.S. Environmental Protection Agency (EPA). The Coalition’s Complaint urges the EPA investigate the State Water Resources Control Board’s (State Water Board) alleged civil rights violations and initiate rulemaking to adopt federal Clean Water Act-compliant water quality standards for the San Francisco Bay/Sacramento-San Joaquin Bay-Delta Estuary (Bay-Delta).
