California State Water Board Recirculates Revised Draft Staff Report and Substitute Environmental Document for Proposed Update to Bay Delta Plan

On December 12, 2025, the State Water Resources Control Board (State Water Board) issued a Notice of a Limited Recirculation of its update to the Water Quality Control Plan for the San Francisco Bay/Sacramento-San Joaquin Delta Watershed (Bay-Delta Plan). The December Notice seeks public comments on revisions to the Bay-Delta Plan and the 2023 Draft Staff Report/Substitute Environmental Document (Draft Staff Report). The revisions to the Draft Staff Report include a new, 600-page chapter with supporting appendices, detailing proposed regulatory flow measures and the Healthy Rivers and Landscapes (Healthy Rivers) alternative. Interested parties are invited to provide public comments orally at a public hearing on January 28-30, 2026, or through written comment letters by February 2, 2026. According to the State Water Board, comments on these documents will inform the development of a final version of the Bay-Delta Plan and Staff Report.
