California Public Utilities Commission Tags the Department of Water Resources to Procure up to 10.6 Gigawatts of Clean Energy

On August 22, 2024, the California Public Utilities Commission (Commission) approved a decision making an initial need-determination under Assembly Bill (AB) 1373 to procure up to 10.6 gigawatts of capacity from eligible, emerging technology resources with delivery dates between June 1, 2031, and June 1, 2037. The decision states that the commission will request the Department of Water Resources (DWR) to act as a centralized procurement entity on behalf of all load-serving entities (LSEs) within California and hold a series of competitive solicitations for 12+ hour and multi-day long-duration energy storage (LDES) and geothermal resources beginning in 2026, and for offshore wind resources starting in 2027. The Commission will make a formal request that the DWR conduct centralized procurement within six months.
