Rebecca’s distinctive expertise includes water rights, agricultural law, water supply, CEQA compliance, SGMA, and groundwater issues. With that expertise, she partners with both public and private sector clients to address opportunities and challenges related to California’s complex water laws. Rebecca earned her Juris Doctor from Notre Dame Law School in 2010 and her Bachelor of Arts from the University of California at Davis in 2006. She has been appointed to a three year term on the Foundation’s Board of Directors, effective January 1, 2019.
