May 13, 2026

Downey Brand is pleased to welcome Kate Tipple to its Environmental and Natural Resources practice.

Kate advises private and public sector clients on a wide range of water quality, water supply, natural resources, and land use matters. With more than a decade of Clean Water Act experience, she counsels clients on environmental compliance, regulatory enforcement, and risk mitigation matters and represents them in complex environmental litigation throughout California.

Before joining Downey Brand, Kate developed a practice representing industrial and municipal clients in matters involving NPDES permits, stormwater and wastewater compliance, contaminated groundwater investigation and remediation, CERCLA liabilities, Proposition 65 claims, and emerging contaminants such as PFAS. Her background as an environmental scientist and land use researcher adds a technical perspective to her practice.

Kate earned her J.D., with high honors and a Certificate in Natural Resources and Environmental Law, from the University of Utah S.J. Quinney College of Law. She also holds a Master of Environmental Management from Yale University and a bachelor’s degree from UCLA.

Outside of work, Kate enjoys spending time on and around the water. A former competitive rower, she also enjoys swimming, boating, and fishing, as well as camping and hiking throughout the Western U.S. with her family.
