Downey Brand Welcomes Joshua Bailey to its Natural Resources Practice

Downey Brand is pleased to announce that Joshua Bailey, previously with Boutin Jones, has joined its natural resources team as a senior associate in the firm’s Sacramento office.
Josh brings a comprehensive background in litigation and advisory work to his natural resources practice, assisting clients with environmental, water, and land use issues. He serves a diverse range of clients across multiple industries, including agricultural businesses, municipalities, special districts, developers, trade groups, chambers of commerce, and citizen and landowner coalitions.
Josh earned his J.D. with great distinction from the University of the Pacific, McGeorge School of Law in 2020 and his bachelor’s degree magna cum laude from the University of Houston in 2009.
In addition to his professional achievements – Josh was named a Northern California Rising Star by Super Lawyers in 2025 – he is deeply committed to community service. He has helped establish firm-wide community service programs and regularly volunteers with organizations such as the Ronald McDonald House of Northern California, Homeward Bound Golden Retriever Rescue, and Front Street Animal Shelter. He is also actively involved in professional organizations, including the Anthony M. Kennedy Inn of Court, the Association of Environmental Professionals, and the Sacramento County Bar Association.
Originally from Houston, Josh moved to California in 2011 and quickly discovered a love for the outdoors through gardening, camping, boating, and skiing. Away from the office, Josh enjoys recreating outdoors with his dog and exploring the diverse experiences that California has to offer.
