Downey Brand Names New Partner

Downey Brand is pleased to announce that attorney Andrea P. Clark has been elected to the firm partnership effective January 1, 2014.

“This promotion reflects the hard-earned achievements by an outstanding attorney who is dedicated to her clients and to the success of the firm,” said Managing Partner Kevin O’Brien. “We congratulate her on this accomplishment and look forward to working together for years to come.”

Andrea is a member of the firm’s water law practice residing in the Sacramento office. She advises an array of public agencies from local reclamation districts to regional joint powers authorities on all issues related to flood control, water rights, and environmental permitting. She also represents private clients, including landowners and mutual water companies, on water rights issues such as water transfers, water rights determinations, and proceedings before the State Water Resources Control Board. Andrea is the board chair for the Center for Land-Based Learning, a non-profit organization that introduces urban high school students to agriculture and watershed conservation. Andrea was awarded her J.D. from the University of Michigan and earned a B.A., with honors, from the University of California, Berkeley.
