Keeping Flood Infrastructure Projects and Maintenance Going During Times of Crisis: A Legal Perspective

Downey Brand partners Andrea Clark and Elizabeth Stallard will be participating in a panel at the 2020 Floodplain Management Association’s Annual Conference. Both Andrea and Elizabeth will take part in the panel discussion, but Andrea will also serve as moderator. The panel discussion will focus on the experience of floodplain management and levee construction agencies and their counsel during the COVID-19 pandemic. The speakers will examine the unusual set of circumstances they have faced, and discuss how they have had to prioritize public safety in a time of legal and operational uncertainty. Drawing on this unique experience, the panelists will offer advice regarding employment, liability, public works construction, and operational continuity as well as provide insight into how agencies can best position themselves for future disasters and times of uncertainty. The panel will be taking place on day two of the four-day virtual conference, from 1:30-3:00pm.
