Chambers USA 2025 Recognizes Downey Brand Attorneys and its Energy and Environmental Practice Groups

Downey Brand is pleased to announce that five attorneys and both its Energy and Environmental Practices have been honored by Chambers & Partners in its 2025 Chambers USA guide of top law firms and attorneys.

Downey Brand is a market-leader in energy law, offering expertise across a host of matters, with extensive experience practicing before the California Public Utilities Commission (CPUC), as well as significant capabilities in the energy storage and transmission space.

Partners Brian Cragg, Michael Day, and Jed Gibson, were each recognized for their excellence in energy law, with Michael Day being regarded “as one of the most experienced attorneys” in the Public Utility sector. Brian Cragg earned accolades for his advocacy before the CPUC on behalf of independent power producers, as well as for his “considerable knowledge of energy storage-related matters.” Jed Gibson was lauded for his expertise on California energy regulatory policy and his representation of clients before both the CPUC and the California Energy Commission (CEC).

Additionally, Downey Brand was honored in the yearly rankings for its “impressive environmental and natural resources group, skilled in handling a broad range of land, air, surface and groundwater matters for public and private corporations.” The recognition also highlighted the firm’s work for regulatory agencies, its water-related expertise, and its representation of agricultural and municipal clients.

Furthermore, water law partner Kevin O’Brien, with 45 years of experience, was recognized for his strong track record representing clients before the State Water Resources Control Board and in trial on complex water issues.

Finally, outside Counsel Jay-Allen Eisen was once again honored for his exemplary work in Appellate Litigation. Jay-Allen is regarded as one of California’s top appellate attorneys and has been counsel in more than 300 appeals and appellate writs to date.
