Bill Would Spread Blame in Suits Over Flood Damage

Flood control lawyer Scott Shapiro commented on Assembly Bill 3050, a bill before the Assembly Judiciary Committee that would hold local planning agencies liable if floods damage subdivisions they approve on susceptible farmland or open space.
